The People’s Government of Huzhou City in China has partnered with China Energy Engineering Group to develop a large-scale, green shipbuilding base.
As part of this initiative, Huzhou Communications Investment Group and China Energy Engineering East China Construction Investment Co., Ltd. signed a framework agreement and jointly established Huzhou Green Shipping Development Co., Ltd. The total investment for the project is RMB 33 billion (approximately US$4.59 billion), with the goal of transforming Huzhou into a green shipbuilding hub.
Central to the project is Zhejiang Province’s first green intelligent ship technology industrial park, located at Miaoxi Port in Kangshan Street. The first phase will focus on constructing a “smart” manufacturing base for new energy ships, with plans to produce up to 200 electric-powered vessels per year once operational.
The second phase will build the necessary charging and battery-swapping infrastructure to support these vessels. As reported, this includes eight new charging and swapping stations, 50 high-capacity charging piles, more than 40 battery storage systems and supporting photovoltaic and industrial facilities.
The project has already moved into the implementation stage, with the tender released in June 2025. Construction is expected to begin in the second half of the year, and the facility is scheduled to begin operations by late 2026.
Once completed, the manufacturing base will play a key role in advancing green shipping throughout the Yangtze River Delta region.
