Tree Energy Solutions (TES) and CPC Finland have a joint venture, Luoto Energia, to develop a large-scale project in Finland producing electric natural gas (e-NG) from renewable hydrogen and CO2.
As stated, the project supports decarbonizing maritime and industrial sectors and is expected to create 1,000+ construction jobs and 40 permanent jobs. The plant, located at the Port of Rauma, will have a 500 MW electrolyser capacity, producing about 60,000 tons of green hydrogen and over 125,000 tons of e-NG annually.
Permitting is underway, aiming for pre-FEED in 2026 and final investment by 2028. Finland’s supportive regulatory environment promotes renewable fuels like e-NG, advancing its energy transition goals.
Launching this landmark project in Finland is a major milestone in the energy transition, enabling us to deliver e-NG to the European market, strengthening its energy independence and accelerating the green transition using existing infrastructure. As a drop-in fuel, e-NG can be used to decarbonise sectors such as steel, shipping and heavy transport.

Furthermore, Erik Trast, CEO, CPC Finland, said that combining TES’s technical expertise with CPC’s experience in permitting and managing complex infrastructure projects in Finland.
Janne Virta, CEO, Port of Rauma, also welcomed Luoto Energia to the Järviluoto area, highlighting the project’s smooth progress and its potential to create jobs and support the region’s green transition.
